Article 51 Protection of civilians
first The civilian population and individual civilians shall enjoy general protection against dangers posed by acts of war. To give this protection efficiency, in addition to other rules of international law applicable to the following requirements are complied with in all circumstances.
second Neither the civilian population as such nor individual civilians may be the target of attacks. The use or threat of violence the primary objective of terror among the civilian population spread is prohibited.

4th Indiscriminate attacks are prohibited. Indiscriminate attacks are
a)

an attack by bombardment - by whatever method or means - in which a number of clearly separated military objectives in a city, village or other area where the civilians or civilian objects are concentrated similarly strong as a single military objective to be addressed and
b)
an attack likely to have with it is that it also causes loss of life among civilians, the wounding of civilians, damage to civilian objects or a combination thereof that are disproportionate to the anticipated concrete and direct military advantage.
6th Attacks against the civilian population or civilians by way of reprisals are prohibited.
7th The presence or movements of the civilian population or individual civilians shall not be used to, acts of war by keep certain points or areas, in particular attempts to shield military objectives from attacks or to shield military operations, to favor or hinder. The Parties to the conflict shall not direct movements of the civilian population or individual civilians with the purpose to shield military objectives from attacks or to shield military operations.
8th A violation of this prohibition does not relieve the Parties to the conflict of their legal obligations towards the civilian population and civilians, including the obligation to take measures provided for in Article 57, provisional measures.
